In fact outsourced government phenomena began in the 1970's when I worked selling computer networks to Uncle Sam. One contract in particular that became known as PROMIS scandal that became a back door surveillance network. Robert Maxwell brokered a stolen version for Mossad w help and blessing of DoJ and it's still not set right.
It spanned years from RFP to award and then to see the dark shadows emerge. It was the beginning of the end. Having paid my dues on the wrong side of history & very richly rewarded the lessons fuel the passion for reform and to be sure history is protected and shared.
It was lucky for me to connect Bill Hamilton to both Whitney and Aaron. Fab to know there is no higher fact check and keep primary source current. All of this has been going on for a long time it's just scaled to an unsustainable secret.
Don't forget Snowden's power at NSA, to spy on anyone & see everything was as Booz Allen contractor in his 20's not a Federal employee. We the people have no voice in our governments our public officials and agencies are fully captured but first enjoy some of the backstory and human drama leading to this ginormous, technocratic coup attempt.

Oh, the Swedish transport agency scandal was basically just a huge exposure of classified data due to an astonishingly stupid outsourcing contract. It wasn't even remedied until six months after the domestic intelligence services found out about it, and nobody probably knows how much was leaked.
Yet yesterday's news stated that in no uncertain terms that one in three of Russian diplomats over here are spies recruiting hostile agents, so there's that.

Wow, you must have some stories. I vaguely recall hearing about that scandal, and who knows how many back doors of various sorts have been integrated in the contemporary flood of apps and programs.

The volume of sites lacking the most basic protections for individual information is staggering."
